Occasionally I've seen people able to select talents that are supposed to be locked for their current champion level.
Example:

At the time of this match the Jenos was L2.
In this match Jenos went Power Cosmeum.
I just checked to make sure there was no level buying involved. He is currently L3 Jenos.
Can someone explain how this person selected Power Coseum talent without being L8+?
I seem to keep hearing this with Jenos only, so I'm thinking its a bug only with Jenos.

I've seen posts saying they have levels higher than 8 yet can't access all the talents but this one is the reverse. I've also seen it happen once every blue moon with other champions. I was hoping there was an explanation other than a bug.
IF the person who has bought any champion before the level-lock for talents was introduced, then they would already have all the talents, unless that person has a low level account, this must be a bug. I haven’t encountered this before with these the champions released after they brought the level-lock.

I think its because when you buy levels, it doesnt display that level right away. you have to wait a while before your correct level is displayed.

The person in question is account level 41. If I look at his account using a third party app it says his Jenos is level 3. I should see bought levels, no?
PS: I just confirmed that bought levels do in fact show on the Android app.

OK, so dig a little more. Seems this person has been around a lot longer than the account level implies. Looking on Guru he even has info for ranked open beta. So I guess it's what is being said here.
